n an afternoon late last January, Nadya Makhya's smartphone began blowing up with notifications. It was her parents, panicking from the news of Mount Merapi erupting. The 25-year-old was working in Yogyakarta, while her parents lived in their native Surabaya, East Java.
"The news about Merapi on social media is often exaggerated [...] I sent them a link for a live video stream of Merapi so they can see for themselves,” Nadia said, explaining that this was something that a lot of other Yogyakarta residents did to calm relatives who lived in other cities.
The link Nadya sent her parents pointed to various YouTube channels broadcasting Mount Merapi's activities non-stop for 24 hours. The contents are a mix of CCTV broadcasts, graphics containing raw seismic observation data and a seismograph indicating the volcano’s activity. These channels are managed by residents living near the volcano, including Posko Induk Frekom, Posko Induk Balerante and Volcano YT.
"We installed CCTVs so that we can observe the volcano anytime, anywhere. With this, we don't have to stand by the monitoring post. We can keep watch while we do other work,” said Frekom founder Suparjo.
Frekom is short for “Merapi community electronic radio frequency” in Indonesian.
We met the 40-year-old at his house in Kemirikebo village, 8 kilometers away from the summit. Frekom began as a private network for nearby residents to exchange information about the volcano. The residents used walkie-talkies set to an AM frequency. In his daily life, Suparjo runs a goat milk processing business.
The Frekom network started in 2010 when Merapi erupted and residents realized how little they could rely on the Yogyakarta Research and Development Center for Geological Disaster Technology (BPPTKG Yogya). Suparjo said he vividly remembered the day’s chaos.
"The situation was really tense and we were deadly scared. We wanted to run but we didn’t even know where to run.”
Prior to Frekom’s YouTube live stream premiere in November 2020, locals used to watch the CCTV stream at Suparjo’s house. Through donations, Frekom now has five CCTVs installed at strategic points of observation.
Dad jokes and fish ponds
Posko Induk Frekom and Posko Induk Balerante have garnered attention not only because of the information it provides but also their public-friendly broadcasting style. The sound of seismographs is often accompanied by residents acting as announcers who are not prone to telling “dad jokes'', Suparjo said, and chatting with audiences who ask questions on YouTube’s comment sections. They even comply with viewers who request that the CCTV camera show certain sections of the volcano. A close-knit community was born through the channels.
"Usually, if it’s sunny and materials can be seen coming out [of the volcano], the viewers would ask for the camera to zoom in on the falling rocks — it’s exciting. And you can’t ask such a thing from the BPPTKG channel,” Suparjo added.
It’s clear: disaster information that is conveyed through everyday language is easier to understand and effectively informs the public.
“It’s good to have our own CCTV network, so when Merapi is covered by fog, we can redirect the camera onto my fish pond at home. The audience loves it,” Suparjo chuckled.
Homegrown live stream
Managing the live stream broadcast has become part of Suparjo’s daily life. He works in a 2 meter by 2 m studio built from plywood on his porch, from where he broadcasts.
This year, Kemirikebo is considered to be one of the most dangerous areas to be in due to the possibility of pyroclastic flow running through it. Suparjo said he remained there because it provided the clearest views of the volcano’s lava activities.
"Our CCTV cameras were the first to discover the rise of a new lava dome and the magma nearing its crater in February," Suparjo said, adding that the eruption of Mount Merapi frequently changed directions.
Meanwhile, Posko Induk Balerante located in Klaten regency (which was devastated by a pyroclastic flow in 2010 ) is located 5.7 km from the summit. It has been broadcasting since 2018.
"At first, we only shared information through walkie-talkies, but the listeners were probably bored having to listen to chatter all the time," said Agus Sarnyoto, 48, the channel’s coordinator.
Posko Induk Balerante relies on one CCTV camera it owns, three CCTV relays from the Semarang Disaster Mitigation Agency (BPBD) and one relay from BPPTKG Yogyakarta.
More mountains, more subscribers
Posko Induk Frekom currently has 24,100 subscribers, while Balerante has 15,100.
Airing since 2017, Volcano YT is now a volcano channel with the most subscribers at 108,000.
"We choose to not only focus on Merapi, but also other volcanoes in the vicinity. We want to see how Merapi impacts other volcanoes in Indonesia’s Ring of Fire. In addition to doing this for education, we’re also doing this for fun,” explained Muhammad Robi, 26, one of the channel’s operators.
Both Suparjo and Agus said residents trusted their channels more than they did government information. During the previous Merapi eruption, the government’s attempts at sharing information were “very chaotic”, they said, and took too long to reach the community.
"This disaster is a matter of life and death; every second counts, so we need to know the most recent updates right away. The information from the agency sometimes takes a long time because of the bureaucratic complexity,” Agus said.
The government seems to have taken the hint. BPPTKG Yogya has also begun live streaming. Footage from its 34 CCTV cameras, previously used only for internal observation, is now open to the public and can be viewed online. Even so, Hanik Humaida, chairperson of BPPTKG Yogya, advised that visual live streams had their limits and complete data could only be derived from BPPTKG Yogya as an official agency.
"We consider [the YouTube channels] as partners; they do a great job in helping us provide disaster education to the public,” she explained to The Jakarta Post.
"Volcanic observation, like what we do with Mount Merapi, is not only limited to its visuals. There are many other parameters. The visuals displayed by the CCTV are merely surface-level, whereas our observation also involves the magma pathway inside.”
The channels are well aware of their limits.
"Sometimes, even though we already know what happened, we won't announce it. We wait for the official announcement,” said Suparjo.
